The nightmare that the little girl experienced lasted for about 30 seconds, before some festival-goers dragged her to the ground and took control of the plane again.
Local news broadcasts referred to the girl as her family's name, Lyn, and reported that she had suffered only minor injuries.
The upset of the crowd seeing the impending disaster prompted the organizers to early end the festival, which was held in the northwestern city of Hsinchu.
A city government official told the media that winds suddenly blew over the place, which usually witnesses strong winds, and caused the tail of the kite to wrap around the girl's waist.
Festival-goers posted the clip depicting the incident on social media, and it quickly garnered millions of views.
